Well, it's an asset for that game so you need to have the game on steam to be able to use it. That's how the workshop works. And following isn't the same, that just means you get news about it.

so do you have to buy Cities Skylines for that purpose or is the click on "following Cities Skylines" just enough? This is my first encounter with the workshop stuff.

No, Cities Skylines. You can subscribe to this asset and get it in that game that way. I don't know what else you'd mean by 'download' since you can't download workshop items any other way.

Nice Train! Can you make an Siemens Vectron (Br 193) passenger and freight train engine? It would be cool an multi colored passenger and freight version *.* It is very popular in Western and Middle Europe.
