I had them all and activated, even tried to re-download.
In the end I created them myself but it's still a little strange.

hmm, how do you mean exactly? Do you have activated all "V-Mods Species" submods? Maybe you forgot one...?

Some off your custom Empire won't appere like this one which is really strange
