Umm this is a modding example not a functional mod, it will show up properly in the games mod menu but it should not be used, you can go you your steam workshop directory and open the zip file to see how mods are created and get some important reference files. I would suggest going to the following link and just downloading the files directly though.

This mod was uploaded by the Modding Dev on the ES2 forums. Workshop mods are uploaded through the game interface and it should be rather hard to package ransomware in them much less for it to infect your computer when its just a zip file sitting in the Workship folder on your drive and only accessed by the game. I would suggest ignoring the troll.
