After talking with a modeler (and former Gmod user) we found out that the problem isn't with the Femscout Model, but with the Ragdoll mover apparently. Seems the Ragdoll mover doesn't really "Play nice" with the foot rig on Femscout because it has a toe bone whereas the official TF2 Models don't have a toe bone. The thing to do, he says, is to either discuss updating the Ragdoll Mover with the author of the tool, or use the Physgun on the Toe bone to "snap" it back to the right place.
I'll try doing the "getting things going on Updating Ragdoll mover" but I can see why using the Physgun would be a more likely solution, thanks for your time on this.

Yeah, Renovated works alright, but I like the Improved pack because it has a useful eyelid rig and I can use the cosmetics from Renovated on the HWM models (since the bonemerging works on the HWM in the improved bodygroup pack)
Well, I'm afraid I've become accustomed to using Ragdoll mover, and yes, it does work when the IK rigs are turned off, but...I also feel that using IK rigs comes in quite handy...I would appreciate it if the problem could be fixed >_>

It's the toe bones, when I turn on IK rig and rotate the pelvis left and right, the toes move with it (I have video, but it's taking a long time to upload to youtube, I've been waiting and trying again all afternoon...can I show you a Deviantart Stash Link?)
Who rigged the feet? The toes keep turning side to side when I rotate the pelvis bone with IK turned on, can't anyone fix that? >_>
Maybe we can discuss it in person because it really is a glaring issue >.>
