you can get both. after you get the jagged crown, take it to the Imperials instead of the storm cloaks.

The power to summon the horse will only work if you swear an oath to the Stormcloaks.
If you don't, nothing will happen.

Remmember that the Spell & armor is disabled until you swear an Oath to the Stormcloaks.
