this mod is outdated. i just tried it and dust bandits are still around

Yeah bandits by their very nature would be a rag-tag varried bunch. Nothing like a standardized uniform. They mostly have whatever random gear they stole.

I suppose the same could be said of the player faction until you've been playing long enough to get established.
