Custom classes equipping armor after DLC patch
Yup, patch added some extra configuration settings

For custom classes to use armor now, you have to add the line

+AllowedArmors="soldier"

to the custom class's XComClassdata.ini file.

Easy edit, tested and works!

Looks like one more entry was added too.

You need

+bAllowAWCAbilities=1

for custom classes to be able to earn bonus AWC perks.

That new entry is extra flexible, because I believe the '1' can be changed so you can be '0' and be like a psi who never gets a perk, or a higher number to get multi perks!!

I might be wrong about that.

It could also mean 0 for false and cannot gain a perk. 1 for true and can gain a perk.

I'll post again with test results.

Initial tests seem to indicate that

+bAllowAWCAbilities=1

is a true/false statement only, not a numerical value. Setting it above 1 looks like just an invalid entry that means a soldier can't get any AWC perks. I'll keep testing, but it certainly looks this way so far.

I have a question. Where exactly in XComClassData.ini are these lines supposed to go? If I had to guess, I'd say the class template, but I don't know for sure.

Put 'em right under allowed weapons. That'll be fine.

Isn't there also a modification that needs to be made for abilities that adjust aim outputs? I saw this somewhere in a comments section, but I can't find it now.

+AllowedArmors="soldier" does not work in my config, it is already there in some of my mods. If the above does not work for you, as it did with me, to get the armor working you have to remove the quotes so it reads like +AllowedArmors=soldier.

No quotes around soldier worked for me as well (tried that first actually).
