Report a translation problem
After clicking on "subscribe" the steam-> library-> downloads shows me a download for Democracy 3. After the download I launch the game, refreshing content...and i wait.
The thing is I subscribed to a lot of mods, and only one is showing up (Greece). (Yesterday there were 2 another mods I subscribed)
And yes, cloud is enabled. Maybe it's a problem with the mods?
Anyway, the game is really great!
EDIT:
I tried this: disabled the one working mod, unsubscribed, and resubscried on the steam workshop.
After the content refresh there is no mod to select.

PS: Thanks also for an awesome game ;-)
It seems the download of multiple mods at once causes an issue with the refresh.
-- SOLUTION --
A way out is to delete mod_dates.ini plus removing the mods afterwards manually from the mod-browser. On the clean table you can install one mod per refresh and you should be fine to have multiple mods in your browser.

For replication of the test result...
1) Unsubscribed all mods
2) Deleted mod_dates.ini (filled with the unsubcribed mods)
3) Manually removed mods from the mod-browser
4a) Subscribed Austria mod
4b) Started D3 to "refresh content"
4c) When finished mod appears in the browser
4d) Closed D3
5) Did the same like step 4 for Sweden and both mod appear in the browser.
6a) Subscribed More Policy, Policy Pack, Disaster and Emergency Mod at once.
6b) Started D3 to "refresh content"
6c) Refresh seems to be stuck. After 10min* I cancelled the process via task manager.
6d) Restarted D3. Policy Pack and Disaster are listed but More Policy is missing.
7) Redid step 1 to 3 and did every single mod like in step 4. :-) Happyface. All mods are listed.
* Somehow installing 3 mods in single steps is way faster than multiple ones. I tried the first time to install 6 mods at once and had D3 refreshing in the background. After more than 30min I stopped the process and only one mod appeared. Tried than to unsubcribe and do each in one step, but without deleting the mod_dates.ini further installations are doomed to fail.
Have you tried re-installing?
