Adding NPCs to the game is not difficult, the source code is currently provided and NPC's animations, codes and all that are already in the game, currently you can see 1 ambient NPC (yea, exactly 1) in Campaign TEARS FOR TARNOR chap.1 where a citizen die by Drones.
If the drone is not scripted to attack that NPC, but attack it on their own, which mean that HL2 NPCs in this game got all the relationship setting implemented by the devs.
I'm not a map creator so that'll will have to wait. (For some one who make maps)
