I wouldn't touch .cam files currently as there's currently no support for modifying/creating them to be used effectively in the game. Unless the changes you desire are for the UI or Art, then it's best to leave them alone as that's the only thing they'd be useful for since everything else can be handled by GPL code.
They've repacked CAM-files somehow... But how??
As far as I can tell for localiations - The European copies of the game from the 2000s, had language files on them, but the English copies (which steam is based on) had no way of switching between multiple languages. It's a little weird since there are actually internal "language tags" to support doing so (at least in the GPL) , but because their are no files to load, even changing your computer's OS or making steam recognize another language as primary won't affect this version of the game.
