Can I make custom character appear on the list, joining the shelter ?
I made a custom chracter, (photographer,pharmacist etc ..) and i want to see them asking for joining the shelter... I tried to change visitconfig>visits and made another Dwellervisit sheet, like DwellervisitPhotographer, it did not work. I think Visit description and Visit title may affects on this, can I just write CharacterBios/Photographer/DwellerCandiate on Visit description?
I am pretty sure It won't work, since I cannot check charcterbios file(or list). I think the programme load the information which stored in Characterbios file and there might not be such file(named photographer) so the error occurs.

Please let me know if there is anyway I could see custom character asking for joining, when I am playing game

I tried doing that too, with no luck unfortunately... VisitTitle and Description (../DwellerCandidate) change the text when they ask to join, the only thing you actually need to change is "TemplatesToSpawn". I tried a few things but nothing but playable characters seemed to work. They never spawned even just as a "quest" or "helper" (the ones who ask for help or help you). It makes sense since they don't have a default model or anything.

"CharacterBios/.../DwellerCandiate" is just the path where the text is located e.g. in Localization strings -- CharacterBios -- <DwellerName> -- DwellerCandidate. Adding DwellerCandidate to the custom characters won't make them joinable though.

Edit: Other NPCs do show up, but won't join either. They just leave when you agree to let them stay at the shelter, as if they were only programmed to do that.

I hope one of the developers will check this thread and tell us the solution..

I too hope they add the option eventually. Right now there is no solution, characters are just not moddable with the current tools. A workaround is to change a playable character's portrait instead and edit his name and backstory. That you can easily do with a simple image editor.
