CallEditor.exe stuck in loading and no respond.

CallEditor.exe stuck in loading and no respond. how to fix that?

You have to switch to "Contributor-Mode" for the editor to work.
Goto "911 Operator" in the game list and right-click, then choose "Settings".
In the tab list activate "Betas" and choose "contributors - content creators".
Close the window and now right-click "911 Operator" again.
Launching the editor should now be one of the options.
