Can someone add the Duke Nukem 2013 to the Workshop? (Mod not by me)

The Workshop only handles vanilla maps, not mods with new code or art. Also, this mod is made for the EDuke32 port and will only work with it.

It's free to download though, and you can use it with the game data from Anniversary Edition.

You should only need to download the mod, unpack it to a folder, copy the DUKE3D.GRP file from your game map into the mod folder and run the EDuke32.exe.
