And, if they have a skin added, they are getting some money from the community market (I believe) for it, correct? They should still be getting income from the skin some time after their skin was added, so there really isn't much of a reason for them to need to get another skin added.
I heard in one of Overkill's announcements before they released the workshop that they were trying to work out how to get revenue to skin-makers, and I believe they mentioned something about that method being attempted.
They only get a key that gives them mint versions of the skins in the collection they are featured in.
As for the main topic I do not agree that high quality skin creators should be ignored because they got a skin in once, having their skin included multiple times in teh same safe is bothersome for some but those are either oversights or overkill specifically choosing them because they made many impressive items that can be trusted to be their own artwork, valve does it too CLeGFX from the CSGO workshop had 3 skins featured in the Chroma 3 case because of his super high quality items that are certainly his work, in addition some may know CSGO had 2 skins that both had stolen artwork, both created huge issues with the developers to deal with something that is best avoided (I'm not saying you or anyone specifically has used stolen artwork, Im saying its a possibility).
All you can do is keep trying and learning what pleases the community and the developers and learn some tricks to create high quality skins.
If you do need help just ask other creators who make some high end skins they will have some good tips.
And in the Huntsman case, the case in which the infamous Howl M4A4 was added, several skins were added by the same few contributors, leading to an additional five skins being removed from the case after the Howl was found to be a stolen skin design (due to one of the contributors for those five skins in the same case as the Howl contributing to the Howl), even though Valve probably thought that they made 'many impressive items' and that the authors 'can be trusted to make their own artwork'.
And in the CSGO workshop, there are many skins that people would consider 'super high quality items' being overlooked in favour of skins by the same few authors over and over again. Whilst I understand that Overkill probably trusts some skinmakers more than others, what I suggest is that they consider the people without a skin in the game first when trying to work out skins to add to the game, and, only if they are really struggling to find a decent skin by someone whose skins haven't been added yet, they add a skin by someone who has already had a skin added to the game.
Something like that.
If the skins are good, why not accept them?
And by good, I mean "may satisfy some users". Because seriously the AK17 skin is ape-crap. No offense Sushi. But it is good enough to be in a safe and satisfy the people who like black n' toxic skins.
But I could see that as a good boost to morale for authors that are good and narrowly missed a selection because more seasoned authors got the preference.
As for loomy: give an example of a few skins that you feel should have been added. I'm VERY interested to see.

quite a few of the skins from these people are, in my opinion, good enough quality to have been added, however, we got the same few people getting skins in multiple safes, whilst these people could have had some well-deserved representation.

Some of it is too abstract to be considered a quality effort. It's very easy to go overboard. But ultimately you, the creator, don't nessesarily see that right away.
Same goes for DrunkWario. A mishmash of stuff crammed together. Low quality patterns at that. Neoclassical has potential but is an unfinished skin.
Horny's stuff is too boring and uninteresting to be considered even for a common pick.

He may not have stolen the artwork, because the resources he used are part of a commercially free to use pack released by the author of those two pieces. But it is not his work. Not only that, but he didn't even bother to utilize them properly and put in effort and instead copy/pasted them onto the gun.
Ethically it's not fair to the rest of us. And he is not the only one using this tactic. Furthermore, if one of these skins ever gets in, i will dump my own collection of commercially free resources which i gathered and even bought the rights to over the years.

sushibar, Clint Eastwood, jericho, Tamikara, deserve to be in a safe, perhaps even some of the others you listed, but given how things are right now, you cannot rely on OVERKILL completely, because they are not machines, they are human beings, and therefore, as a creator, you should also look for ways to get yourself noticed in such a way that doesn't automatically trigger you as a spam bot by the rest of the community. It is not enough to know your own worth, you need to be in demand.
With all that said, factor in the views those skins have, the upvote/downvote ratio, the presentation and the possible range of mods -- and realize that they weren't meant to be picked in the first place. Because OVERKILL takes that into account as well.
UPD: Some old entries are in CS3, which means they do look even at the old submissions, so all of those people still have a chance.
