To make it so everyone doesn't get hostile at once, you need to connect them all to a logic zone. The way people (like Ocean Man with Stay In Shadow did it) is by shaping the logic zones to the enemy's "line of sight", so you would've had to stay in the shadows to avoid the logic zones. The enemies can still stare at you of course cause that's a limitation, but uncomfortable prolonged eye-contact shouldn't stop you from making a stealth level.
