I think it depends. From what I understand, you can update the island if it hasn't been confirmed to have been added to the game yet. If it was added to the game, you might have to ask the dev team to reupload your island onto the map.
Also, I'm really curious, what island is it?

And yes, you can continue to make updates to your island after submitting it - and even after it is added to the game. The mechanism for updating the in-game copy of your island from the workshop is not yet in place, but Bossa does have plans.
