Personally, the ability to move freely without the constellation connections comes too early. It's only on the second ring of the Science section, which a number of Factions have access to immediately. It pretty much defeats the purpose of having the lanes in the first place by virtue of how rushable it is.

I feel like Warp Engines should be on the 3rd ring, where the current Warp movespeed increase is located. I'm not certain where exactly that would bump the speed boost, at least into the 4th ring.
