How to turn on workshop mods?

Just subscribe (download them) and the workshop calls will randomly generate in game in among the base game calls. For languages, open your settings in game and select the new language from the drop down menu.

I used to get a lot of workshop calls in game, but I haven't gotten one in months, I don't understand what's wrong.

Calls are either generable or generable once. If they are generable once then you will only get them a maximum of one time per city. This means that if you've been playing on the same city and had that call once then you will not have I again on that city.
