1. You cannot unlock any Workshop (in-game editor) item for they are all available immediately to a customer when he purchases Party Hard. In your case, there can be two solutions:
2. During the level creation process (testing it, in particular) some features are unavailable. So, yes, it is supposed to be like that.

I see - thank you very much for letting me know, and linking the announcement! I did double-check, and it seems like I have everything on the list. Clever people making things out of a mishmash of props does explain some things as well.
There is one thing I do wonder about, and it might possibly be the one thing I am missing. I know that in the High Crimes DLC there are some metal-looking closets the player can hide in, and I've seen them used in workshop levels. But I seem to have every other player-hiding prop except for that one. Can that also be made from a fusion of other props, or is that one supposed to be in the editor?

Thank you for the suggestion, but I don't have an imgur account, and I don't like making accounts for things that I probably won't use. I did, however, make some screenshots and put them on a hidden page of my personal blog, which I think should work just as well.

Since I know that it is a hide-player prop, I have tried searching for those words in the editor's search option, and looked throughout the Traps tabs and the Equipment Furniture tab with no such luck. It could be that it is labelled under something else, however, and I might have just passed over it without realizing.
Okay, the mystery is unveiled. Those metal-looking closets are there in the Workshop, but the ICON is different. You can find them by the name HidePlayer1 under the dumpster icon:

The way is: FURNITURE / DECOR. First prop, that dumpster, is your goal.
We need to change the icon so players can identify this prop. And thank you very much for the finding! That was very helpful.
