You want the file Registry.xml. Not the one in Endless Space 2 root, but rather Endless Space 2/Public/Registry.xml
Line 244 has the faction limit set to 8. You can change that number to whatever you want. You can also change the number of your starting colonists (line 248) or the number of points you can spend on your population pool (line 245).
Obviously there are a lot more changes you can make, but if you want to increase the number of trait picks you get without completely unbalancing the game, just change that value of 8 in line 244 to maybe 12 or 16 or something. Then you can take more traits but still have the total point cap that the vanilla game requires.
