Contents made by former series runner ISI select themselves and install themselves into the game despite the fact that i consciously removed them from my workshop, is this normal? Does this happen to anyone?

I go through the trouble of combing through the workshop deleting stuff i don't want, and when i reinstall the game the effing Boxmaster, those 5000 ovals and other ISI made junk is there despite the fact i made it clear i don't want them, is there anyway to stop this junk from going into my HD?
