Limit poulation on individual cities?

Hi guys,
Would it be possible to create a mod (or for the devs to consider this as a future update) which would allow us to limit the growth of some cities? I often like to have one large city in the middle and have a few smaller towns connecting to it, but those small towns soon grow to be as large as the city itself! Would be nice if it were possible to stop them growing. :)

There are (global) settings in the config files to limit city growth

I know there are global city growth limits. That's not what I asked. I'm interested in limiting individual city growth.

That's why I said "(global)"... it isn't clear from your first post that you know about that setting.

The only way I can think of might be to add the cities manually and turn off all city growth.
