but I doubt anyone is going to make a mod that basicly ports armor from the expansion to vanilla due to legal rights and stuff.
same thing that you cant find anarchy childeren cosmetics in the workshop.

If you don't own War of the Chosen, you don't own the War of the Chosen assets, thus a mod can't enable them for you. You'd have to hope for a mod-maker to rip the art assets out of the game and repackage them as their own mod, which... Is problematic. I doubt Firaxis would be OK with recreating paid content as free mods.
