For example, a skin (in my eyes at least) that is covered in seam issues, pretty much always indicates someone who is either inexperienced, or just doesn't care to take the time to fix them - I know it's a pain, but it is worth it in my opinion.
The real problem that I see in the comments of workshop skins is the praise for really out of place skins (like plane-like sharks) or poorly textured (newsflash - flat color looks bad on a skin!). Now the creator will know that there are people who liked it and ... unfortunately will continue on doing the same process without trying to improve. That is a tragedy.
