If you're looking to make a lua-powered singleplayer map, then I'd advise looking at the various tutorials posted for 1.5 - those are all still valid. That aside, the various lua programming resources available around the internet should also help, as should the BZ1 lua dictionary on videoventure.org. A little existing programming knowledge helps, but is not essential.
In the mean time, the P-EX Black Dogs from Burns' Rebellion might somewhat suit your wishes.
As to which faction is stronger, we don't have the information to answer. Unit-for-unit they're mostly well balanced, but we don't know which is numerically superior overall.
You are conflating the name of a country with the name of a space program, which in turn is a different thing to a secret spaceborne military.
The USSR was a country that existed from 1922 to 1991, of Russia was part. Its space program was the CCCP, which was secretly used to launch the CCA into space.
The USA 's space program is NASA, which was secretly used to launch the NSDF into space. The NSDF may or may not be related to the NSA (National Security Agency), which is a different thing to NASA (National Aeronautics and Space Administration).
The PRC (1949-present) did not have a specific name for its space program, but did have a secret spaceborne military known as the CRA.
