How finished should a civilization be before uploading.
I'm a bit of a perfectionist. The number of New Race Name civs on the workshop tells me others may not be. I've got like 6 civilizations in various stages of completeness. It's hard to put in the effort to complete them if I don't know that anyone will actually use them, however if I put them up incomplete they'll get poor reception and quickly get forgotten and it won't matter if they're updated.

In addition to gameplay related things, what I consider to be must have before uploading:
Leader name, foreground, portrait
Civilization name, icon, description, homework name
Citizen names, portraits

Things I'd do later are:
Dialogue
Ship names
Although some civs need dialogue for their character to come across accurately in which case I do get that done.

Things that I might not even do:
Ship designs
There's like 40 of them and they're time consuming so if I waited to finish them I'd likely never upload anything.

If I upload more they may draw more attention as a group but I don't know if that attention may do more harm than good if they get downvoted.

So what level of completeness is good enough to not get dismissed as a half assed or lower product?

I think that by including as much pertinent information as you can in your uploads is the best way for people to judge if something is worth their time. You have to bear in mind that not everyone has the same preferences nor the same DLCs even to use some of those features.

That being said, I think there is an issue of discoverability in the workshop due to the amount of low effort uploads and smaller player base. Therefore as a community, try to rate good content as much as you can. Just my 2 cents on the matter.

Yeah, I try to include every detail possible in the workshop description. Many are just a single line which doesn't get me very interested. Sometimes they rely on a sexy girl as a leader. Play as this faction and she's yours to command 😘. They have more subscribers than me so they must be doing something right. I've taken to upvoting civilizations if they show detail even if I don't subscribe.
That recent uploads page does run fast. Something can be run off the front page in hours, often by copies of the Terran Alliance, or the Terran Alliance ship set, or individual Terran ship copies. Hell, I uploaded a copy of the Yor with a few changes and I still included more detail than others who were uploading an original design.

/Shrug all I want from most of the ones I download are the images and icons, so it helps if your image is scaled correctly (many stretch due to poor dimensions, which is easy to fix, just crop and resample to the right aspect. I know others will want a full civ but I hate the artwork part so I just want to leech off that.

I had a problem where either the leader foreground would stretch or the icon would scrunch. It was infuriating but I eventually realized it was because I gave them the same filename. They're in different directories so it didn't matter from my perspective, but when the game loads them into its database, one was overwriting the other. Cool story, no?

At minimum you should have a custom fleet, and no or very little generic text/images.

I don't know, i do use generic ships for not very important ships (from a customization standpoint not gameplay standpoint) Like who cares about if a colony ship is custom or not.

I don't care about the artwork as much, and in some cases the leader of a faction is unknown or non-existent. I care more about the details of the ships that go with a civ.

There is logic that the least interesting ships aren't a priority for customisation, because they're not interesting. But colony ships, constructors, transports etc. are the ships you see early and throughout the game. You might not see a huge missile ship in a every game, but a freighter is seen every game and a generic one will be noticed.
