Move the mods from the workshop folder to the game profile\Mods folder (you'll have to manually update them).

Oh, should I leave the folder structure intact? There's an .acf file in the workshop folder, and in subfolder workshop/content/464920 there's the actual mod folders.

in the Mods folder you need to have a Mods>folder name>modfile.hpk structure.

I've looked here: SteamApps\workshop\content\4649920\

464920 is Surviving Mars. In that folder there are 13 folders, one for each mod e.g. 133749003. Each of these folders holds 1 file named 'ModContent.hpk' (so, all the mods have a file with the same name). I've copied these 13 mod folders into the appdata... but no dice. What am I missing?

go to one of these folders with ModContent.hpk and post a screenshot?

Oh! Now I've got it. It's like this:

1. in the profile folder appdata\roaming\surviving mars you have to create a folder 'mods'.

2. copy all your mod folders (the ones with the long numbers) from the folder Steam\SteamApps\workshop\content\4649920\ and paste them in that newly created mods folder.

Tadaa! Mods offline!
