Also there is a pdf document located in the game files (will post the location when I'm back on my pc)
As for the actual modelling itself, YouTube has tons of tutorials for pretty much any 3d program out there, personally I'd recommend blender since it's free

I know this is an older thread but it would be kind of cool if someone would do a twitch or live video of a full car build that people could follow along and learn... I wished I had the knowledge to build one for the game from scratch... So many cool cars out there that I would love to restore. I don't care about the whole "car mechanic" anymore. I restore and park in the garage - that's about all the game has turned into for me.
