Report a translation problem
I've done some digging in the games files and found the document titled "Getting started with modding" and I've done some reading with that.
I've gotten the bag editor opened and I've started my mod... published my "skin" to the workplace as Hidden... but its just the example duplicated and re-named... i haven't gotten very far past that.
I've found the document "skin01_c5.tga" from within the bag editor... and that looks like a car skin... is that what i'm suppose to edit in order to change the livery?
First thing to do is pick up a few community made modding tools. The link to the modding forum is somewhere below.
Breckfest.exe lets you open up the game image files (.bmap) and converts them to .png files.
Bimage.exe lets you convert .tga files into the game's .bmap format.
I think that the Build Assett tool in the modding tools folder can also convert your images into .bmap files but I don't do it that way. Build asset might be a little easier though (I think you can just drag and drop).
There are also a few template files for car paint jobs. They show which parts of your .tga or .png image cover which parts of the car.
You might also want to pick up a decent free and easy program for messing with alpha layers of images. You don't need to though. Alpha layers in the game help fine tune how shiny or transparent a vehicle paint job is. I use Dxtbmp. It's free and easy. Again, you don't need to mess with this if you don't want to.

Right now, I don't have time to track down links to everything but most can be found in the modding forums of the company that made the game (Bugbear).
For car skinning information, ignore some of the very old posts in the tread because things chnnged slightly.

If you want to mess with how shiny it is, there is another file that controls that part.
It ends in _s.bmap
After the company forum site went up, that's usually the way to go.
The Discord site has also started doing the same thing.
The main Steam discussion forum for Wreckfest might also be a decent way to go.
