No one can help you if we don't have any clue as to what your situation is. I don't even know why these methods have been recommended to you at this point.
1. subscribed to the mod from workshop
2. after mod was downloaded start I:R launcher
3. go to mods tab and enable LoTR mod
4. click start in launcher
Which OS are you using? Windows 10?
I'm thinking about security controls or versions of libraries installed on your computer being possible causes. Seeing as you are able to play HoI4 it's less likely that a library is the cause.
Have you tried asking on the paradoxplaza forums?
The launcher reads the mods, but Imperator doesn't see them, because it looks in the OneDrive Documents folder. Solution: copy all the files and folders in your c:/users/yourname/documents/imperator folder to OneDrive/Documents/Paradox Interactive/Imperator folder. You have to do that everytime you subscribe with a mod. Probably starting Imperator will not work then the first time. Try again then.

For all clarity: OneDrive is not just one drive (and another drive), it's Microsofts OneDrive that is causing the problem en Paradox not coping with that fact in Imperator. (Other Paradox games dont' have this problem..
