there has a mod that we can check recruit's attributes before hire them?

because i only want recruits who has high will power to join my X-COM, too many recruits' will power are too low, i don't want to spend too much time on this(save/load) or waste too much money for it(ironman mode).

i don't understand why developers just didn't give the power to players that review these recruits more carefully, test their ability first then hire them. now it just like we hire them first because there has fire on our ♥♥♥(it is burning).

The reason they didn't is very simple, it's a risk, a gamble, much like most other parts of this game.
It's a bit of theme these games have

you can always save scum before you hire, if this really bothers you.

yes i know, but it's waste time you also know.
and this is not reasonable setup, could you believe it that some organizations(or companies) before to hire someone without reviewing him or her first? don’t you feel like your IQ has been rubbed on the ground?

This is a really old thread - there is a mod now to show the stats in the Recruit menu. You can't pick out your whole roster, but the ones you actively hire you can. There are multiple, I think this one is the most up-to-date:
