Turbo rates in custom scenario

Is it possible to add turbo rates (like in turbo random map game mode) in my custom scenarios?

You can adjust the game speed through the options.

You didn't understand my question. Im not talking about game speed, but changing the rates at which villagers gather resources, build structures, units and researches are trained, etc... Like when you create a game in skirmish, and selecting the "Turbo random match" game mode.
