Yep that's what happened to me here I think. I have it installed on a different harddrive than OS.
Mods work fine on older Windows 7 games on Steam. I don't know though about if you are playing a non-steam game on Windows 10.
Spoken to someone at technical support about it, he was not aware it was an issue until I pointed it out to him.
There is a fix for this, essentially, what you need to do is go into into your files and move somethings around. For me it's This PC> C: drive> Users> Doccuments> Paradox interactive> Imperator. copy these files into the steam folder for IP called game. doing this should allow you to play with mods.
It seems that the game struggles with computers who moved their Documents location. So you need to reset it as shown above for mods to work.
Another solution from a forum poster:
A workaround is to go to your Imperator install directory, and edit 'launcher-settings.json'. Change
"gameDataPath": "%USERPROFILE%/Documents/Paradox Interactive/Imperator",
to
"gameDataPath": "[DRIVE LETTER]:/.../Documents/Paradox Interactive/Imperator",
ie. F:/Talvos/Documents/Paradox Interactive/Imperator"
I gave made syre that the game is on the same dirve as the mods, it makes no difference.
THat's no good on my Windows 10 PC as the game, when I download mods from th work shop, doesn't put them into the Paradox Documents folder. Instad they go here and there's nothing mod-like in Documents...
C:\Program Files (x86)\Steam\steamapps\workshop\content\859580
the mod folder is mostly for creating your own mods anyway.
Mods from the Steamworkshop go into the Steam directory.
I would really like to have confirmation from a dev that this is being acknowledged as an issue and is being worked on...
