Mods completely not working
I have tried everything from uninstalling and deleting directories and everything. I have tried moving mods manually and deleting and reinstalling mods. I have no idea what to do now. Vanilla games are :/ boring.

I know this will sound obvious but it is in good faith. Did you enable them on the launcher? and some mods are not ironman compatible.

I'm not having problems with mods but I heard that if you have the game installed on a hard drive that is different from your OS then there are problems with mods

Yes I have done this. But I understand you asking this.

Yep that's what happened to me here I think. I have it installed on a different harddrive than OS.
There are problems with workshop mods in steam windows 10. Basically even if you neable them, the game can't get to or use them. There is a way raroudn this but it's terriblyf iddly and every time I've tried to do this, I've just corrupted the game hopelessly.
Mods work fine on older Windows 7 games on Steam. I don't know though about if you are playing a non-steam game on Windows 10.
Spoken to someone at technical support about it, he was not aware it was an issue until I pointed it out to him.

Its not a problem with windows 10 it is caused by having the game on a different drive.

There is a fix for this, essentially, what you need to do is go into into your files and move somethings around. For me it's This PC> C: drive> Users> Doccuments> Paradox interactive> Imperator. copy these files into the steam folder for IP called game. doing this should allow you to play with mods.

what solved it for me is this: https://winaero.com/blog/restore-default-libraries-windows-10/

It seems that the game struggles with computers who moved their Documents location. So you need to reset it as shown above for mods to work.

Another solution from a forum poster:
A workaround is to go to your Imperator install directory, and edit 'launcher-settings.json'. Change

"gameDataPath": "%USERPROFILE%/Documents/Paradox Interactive/Imperator",

to

"gameDataPath": "[DRIVE LETTER]:/.../Documents/Paradox Interactive/Imperator",

ie. F:/Talvos/Documents/Paradox Interactive/Imperator"

THat's no good on my Windows 10 PC as the game, when I download mods from th work shop, doesn't put them into the Paradox Documents folder. Instad they go here and there's nothing mod-like in Documents...

C:\Program Files (x86)\Steam\steamapps\workshop\content\859580

the mod folder is mostly for creating your own mods anyway.
Mods from the Steamworkshop go into the Steam directory.

IS this true for Windows 7 as well, as i can play the game fine on my old slow PC which is windows 7 with all hte mods I've downloaded. I'ts only with Windows 10 that the game is playing up. I tried doing what they recommended above and now the game won't open at all :-(

my documents folder for paradox is in my C drive though and all the main game files are in my D drive. Thats how its been for all my steam games and all my paradox games and only Imperator has had problems with mods.

Still impossible to make or use a mod. Will this be fixed in the next update ?

Same problem for me and for many others.
I would really like to have confirmation from a dev that this is being acknowledged as an issue and is being worked on...
