Why so few scenarios in Workshop for Prison Architect?

I love the game but you can only play the campaign so many times. I was hoping to find some more scenarios/challenges in the workshop but there are only 8 listed and most are escape scenarios. I was wondering if this is because of lack of interest? Difficulty in creating? If anyone has other places I might be able to find scenarios/campaigns I'd greatly appreciate it!

Here is a challenge: if it's not available, then why not try to mod it yourself? It will open up a whole new dimension once you throw yourself at it. What's better than being in full control of a scenario, both as player and creator of it?

Just need to extract the default scenarios from the game, see how they are made and also follow some guides, for example https://steamhost.cn/steamcommunity_com/sharedfiles/filedetails/?id=624801316
