If it is all of your games, then it is most likely a problem with Steam or something in the way you have it set up on your computer. Have you contacted the Steam folks directly? I don't think people are responding on the forums because they aren't having an issue. I wouldn't know where to begin to try to resolve the problem other than to talk to the Steam folks.
But I do hate to see qustions not answered so I felt compelled to give my 2 cents worth. I just don't think anyone on the forum knows how to fix the issue.
I did a clean install of Steam on my daughters computer yesterday, then bought Planet Coaster and installed it on her machine. When the installation was completed I subscribed to some workshop content. I discovered that It had downloaded 3 very small files (item, meta and thumb0 but had put them in (Example)SteamAps/Workshop/Content/518340/748855893. No blueprint file was downloaded. I have since checked my own computer and found it has done the same.
