So, my skin gets 5 stars, but the %positive rating isn't that amazing
Would this mean that stars are completely irrelevant? What are they even based on?

Where do you see the 5 stars? If you mean the three skins which are presented in your library if you click on Payday 2 then the answer should be yes they are not relevant because the three skins which are presented there are only the top 3 skins which have a high view/rating at the workshop at this moment (or this is at least what I think they are). But somewhere someone on this discussion board said that if your skin has a 70% + like/dislike ratio it´s in the draw for a safe spot (that doesn’t mean that your skin will get spot the next comm safe no matter what).

I'm just curious about these stars. They've been around for a long while on everything that is Steam Workshop related, yet I can't figure them out.

My question really is about the stars. WHAT ARE THEY?!

My observations.
1. It only updates when you relaunch steam.
2. It seems to only take recent votes into account, or at least a different amount of votes to get 5 stars.
3. Constantly relaunching steam when an item was just added pretty much always shows if the workshop doesn't get multiple uploads daily

Well I would say forget about them. Even a skin with a low positive rating gets 5 stars there. So the real deal is your dislike/like ratio or “positive rating”. If you have a high positive rating and only a low negative ratings then your skin is in favor of the community. Well and if you want stars that have a meaning go to your profile and make a workshop item showcase. If your skin got 5 stars there you have a 100%-80% positive rating.
