1. Create a new Windows User (i named it "Computer")
2. Log off your current User
3. Log in with your new Windows User
4. Start Steam and play Torchlight 2

All I know is that when you go into the properties of the appdata folder, in the security tab you should have "system" listed there with all available permissions except "special permissions". If you don't have that, you need to add it. It should be there by default and my friend must have removed it by mistake.
