Way To Make 1 Faction Control The Galaxy?

Does anyone know if there is a way to make there be only one faction that spawns in the galaxy? Also make them own every sector in it when the galaxy generates?

Safari Mesh has Reassembly

I'm sure you could mess around with regions.lua and place an overwelming amount of territory for the faction and replace the default faction region ids with your new ones.
