So my mod WAS being filtered/hidden and I'd like an official explanation
The mod in question is just the mod pack recently discussed. The thing is though, I have uploaded really bad features such as my test map which got 2 views and no subs and it ended up in the most popular slideshow somehow. Meanwhile the mod has been getting constant attention and is now entirely HIDDEN from the "most popular this week" results. You can go in as many pages as you like, believe me I've tried. The mod doesn't show up unless you change the filter to "Most popular last 3 months" after which it's halfway down the first page.

I've since had to add this header/explanation[puu.sh] to the top of my workshop page and subsequently put the entire project on hiatus. What dictates visibility? Because as far as I can tell the mod is entirely absent from weekly results, and it happened out of nowhere one day after ample activity.

Update 3/15/2018

As of today the workshop is functioning again and the mod shows up in results. This was an issue spanning at the very least half a month and while it was resolved there was no response as to what happened. I've confirmed with other users that it was both missing during the time reported, and back as of today. I wish I could give you all a better explanation of what happened but I guess all I can say is "report it and wait".
