im not 100% sure but i think you go to the options in the game, then create your own map. then there should be a button there to publish or something like that.
as i said, im not 100% sure but thats just what i think u do

what my problem is, is how to actually play the new maps

ESC Editor or and you can upload it for public or privat.

Upload>Open Steam WS page> Owner controls> Visibility settings> Public

you can play your new created map in online and offline

in offline when you started the game then go to options and go to map edit
then find your map and select it (if you want to play all rounds just in yor map you can remove other maps by clicking on them .u can also click again to add them

and in online you have to upload the map at first(u can upload it in editor after saving it.
it take some seconds)
then if you are the host you can add your map (adding like in ofdline)

but i dont recommend to play yor maps in online mod
because others should download the maps and game is having much bugs
and 70% you cant do it.
