The Particle System .xml files don't appear to have any functionality for modding. Using the files in their base state in a mod simply removes the Particle Effect altogether for whatever uses it. Adding any additional entries to these files results in the same. This is the only .xml file I have encountered that is completely unusable, even in its default state.
