Mod Ideas
If there any mods that allow you to make permanent teams among yourself and AI before starting a game?

Also, how about a mod where you can play as the barbarians, along the lines of 'Barbarians Evolved' from Civ V

From what I remember, no mod needed for your first idea. Set up a private multi-player game but just play by yourself. You can assign each player to a specific team.

How about a canal district that allows ships to travel on, or through land tiles?

oh yeah that's brilliant, seen as, as of now, you just have to strategically place cities.

Unfortunately this won't be possible until we get dll modding access, which won't be for a while. I can definitely see it happening eventually.

We've made a mod that allows a canal "district" to be built that does nothing but turn a land tile to water. Unfortunately, while the mod works correctly, it does not update the map appearance yet (so it acts as a water tile but still looks like land). If/when we can get that issue sorted out, we'll share the mod unless someone else makes something like it first.
