How do i make a mod?

So I looked up how to make a mod and i found this: https://steamhost.cn/steamcommunity_com/sharedfiles/filedetails/?id=675208296
but how do i make THE actual mod it's self (like the MD file)?

You need to find modding tools for the game you want to make mods for.
People generally use disassembilies for making modded ROMs instead of editing the ROMs.
For example, you will need SonLVL and the Sonic 1 Git Disassembily to make stage mods for Sonic 1.
