How to download mods from workshop?

I can't find download anywhere! How to use the mods? I liked a character skin mod. How to use it?

wait for it to finish downloading, then go to insurgency and type "snd_restart" (only works for sv 1 servers)

I also recommend using a custom autoexec.cfg file and adding snd_restart and hud_reloadscheme
