What programs do I need to mod this game?

I've no idea what I need or how to use whichever programs. I downloaded The Assembly Kit but am not quite sure how it works. I'd appreciate any help.

steam; tools, "total war saga - thrones of britannia creative assembly kit beta" (i'm not sure if this works yet!)
or PFM (pack file manager) but it will need another total war to install it (ideally attila or warhammer)
