Overall when it comes to pathing the AI is very strange as you mentionned the little steps are sometimes very wtf, in some cases I can see why they move and sometimes you may not realize but they may need to move to get in range, have the proper line of sight and so on.
Some spells have oddly enough very low priority for AI to use ocmpared to others, Battle Stomp for instance has a very low priority which is odd considering how strong the spell is overall.
When it comes to bursting down an enemy they actually do use some clever strategies for targeting. Overall they try to avoid your hardest to kill party member and tend to burst down the easiest target (undead mages tend to be bullied).
Now you have to keep in mind that most enemies in the game are built with very few skills and items in their kit so they have a limited range of actions. I made a mod to grant control to the AI of my party members and I can tell you the AI can be surprisingly clever at times (and also really stupid in other situations).
The best way to make strong AI characters right now is to give them a kit they can use properly. Overall specializing them in one role is a good way to make sure they are good at their job as they tend to have priority in healing and defense which can make them really pacifist-like if they all carry defensive and healing options.
Interesting, do you think you can make a mod that gives enemies highest priority on the really powerful skills mentioned before like chicken claw, teleport and ofcourse Battle Stomp? Because they are some of the strongest skills, which help me greatly in tactician mode, yet the enemy rarely ever use thise spells! It makes me feel some what more powerful then the enemy!
I would love a mod that could even out the battlefield where the enemy uses those skills more reguraly, that would make the game hell of alot more challenging and fun for me.
I asked one of the devs why enemies don't focus fire or use those simple powerful skills and they said because they don't want the game to be too difficult for players. I was like WTF!! Why do you have several different difficulty options to chose from then!
