IC program

Hmm, not sure if this is the right place or not but i'll ask. I am very bad at programing, is there anyone out there that can make me a program to do 3 things or 1 thing per IC chip. I am looking for a program that will Turn on my GEN when the batteries hit below 30% and shut off at 75% but the catch is when this happens I want it to shut off main power and turn on AUX power (APC toggle, multi off one on. also if the power hit 0 becasue of unknow reasons everything shuts off so the gen can charge the batteries to MIN of 20 before turning AUX back on then normal power at 75.
