I've played minecraft in portal 2 long before I started mapping myself. It was like half a decade ago... amazing.

I have seen Multiple Maps tackle this feat and they have managed to make non toxic water that you could swim around in but still drown in, but since I don't know how the map editor works it is probably way harder on your side that I am thinking currently. Plus, How can you make an Underwater theme if you can't even swim in it? Though I do have another theme you could use, it's to make a custom structure. You have done this before with the underground nether portal at the beginning of part 3. You can make many wacky designs with the underground or above ground structure, now that I think about it. You can keep the underwater theme by having a underwater structure partily flooded (and if you can manage to) be able to drain it with sponges (though I don't think It will be possible but the imagination can run wild) I will try to keep thinking of ideas for you to think about along the way!
