A bit more information: I am not using the steam workshop version of TSLRCM, I used the TSLpatcher version. I also have a mac, and am using the Crossover app to use the TSLPatcher as it wouldn't be compatible otherwise.
I went through each of the mods, one by one, installed them, and with three separate characters (one character right at the entrance to the sublevels, one by Suulru in the administration building prepared to accept the quest freshly, and one by daraala ready to forward the quest). I went through each mod and came to the Dustil Restoration mod. The revan.dlg file was not being installed by the restored content mod, and in doing so, became incompatible. So, I took the revan.dlg file out of the TSLpatcher folder (from the Dustil Restoration mod) and put it into override. I ran the Dustil Restoration installation file, it finished without any errors or warnings, and now it seems to be working.
If the Dustil Restoration isn't the problem, then it could have been the order i was installing my mods. I always began with TSLRCM, the other restoration mods, any other mod that uses TSLPatcher, and the override files last. This time I installed TSLRCM, copied and pasted all the override files into the appropriate folder, THAN I did everything else that had the TSLPatcher, including other restoration mods.
Weird, but I think I have solved the problem. If it happens again, I'll be back.
