The Dev released the game as "finished" in 2014, and since then he's only done bug-fixing at the start, added a modkit, and in 2017 added options for the modders. He won't make additions to the game itself, it's a finished product and he is now working on his next game.

If what you want to see added is something that can be done with mods, you can try posting here although not a huge lot of people pay attention to this bit of the forum. I think your best bet would be to go to Ketchup's site and post on his forum. It's at WorldOfBanished.com and there's several modders who don't add their things to the workshop there. What you want might already exist :)
